ESTC is a project supported by the United
Nations Development Programme and set up under the aegis of the Ministry of
Small scale Industry, government of India. The center is located very
close to Ramnagar, one of the important entry points to the important entry
points to the Indian Himalays. ESTC is one of the few technical
establishment in this relatively under-developed area and as a result, it has
become an important hub for diffusion of technology. As far as
infrastructure is concerned, the center has a design, manufacturing and
assembly facility for Printed Circuit Borads, a testing
and calibration laboratory, a computer center, an electronics cell,
a wound-component laboratory, a telecommunications and audio-video cell and
a machine workshop. ESTC has been using its resources in a
number of ways. These include: Training
industrial personnel as well as technical job seekers. Several engineering
colleges in this region send their students for training in
specialized skills. Industrial units like Sura Roshni, Siddharta Paper Mills
and Honda Siel also use the facilities of ESTC for upgrading the
skills of their technical personnel. Offering
consultancy services for entrepreneurs, particularly in the areas of Product
and Process Development.Providing specialized technical services to
the industry in the areas of machining, Quality Control and Reliability
studies.Developing a library and documentation center that can be
accessed by entrepreneurs, technical students as well as industrial units.In
1998, the organization launched a ‘franchise scheme’.This scheme
provides opportunities for entrepreneurs to collaborate with ESTC and set up
their own training and service centers in the areas of Information Technology
and Electronics. The organization provides all the technical inputs as well as
entrepreneurial guidance for setting up such ventures. ESTC also
offers an opportunity to such entrepreneurs to undergo some specialized
training that may be relevant to their initiatives.
